Case Study: Public Utilities Report

Public Utilities Reports, Inc. is a publisher of information on
regulatory and business issues in the electric, gas, and telecommunications
industries. The company is best known for its comprehensive legal database (including
decisions from all 50 states) and is a clearinghouse for publications, news
articles, and other materials related to the public utility industries.
Cyber Services, Inc. has worked closely with PUR personnel in moving them into
the Internet publishing and sales community. To accomplish this transition into
the online community, CSI met with and studied their functional areas and made
recommendations of technologies that would benefit them the most.
We began by
establishing an Internet presence for PUR by registering a domain name, providing
email accounts, and developing an informational web site. Once the initial concept
was accepted by PUR's management, we provided a Web search interface with the
PUR magazine and newsletter databases.
This provided visitors with query tools
to search for relevant subject and bring up online versions of the article.
The query tools are password protected in a secured site to limit access to
authorized customers. Customers can use the online forms to register for seminars
or subscriptions. CSI also developed an electronic commerce shopping system
for customers to order books and legal products. There are hyperlinks to a full
description of all of the books. Power Builder is used to generate the HTML
pages from the customer-provided magazine format. In addition, we incorporated
a commercially available search engine for complete site searches. The existing site contains over 600 pages and continues to grow.
We are currently transferring the Public Utilities Reports, Fourth Series, a collection of regulatory decisions pertaining to the electric, natural gas, telecommunications, and water industries, from a CDROM technology to an online web database. This project involves translating decisions from TROFF, a Unix-based formatting code, to HTML. These decisions are full-text searchable using ColdFusion against a SQL-Server backend. Approximately 7000 decisions have already been loaded.
We are also developing an administrative document management tool in ColdFusion and SQL-Server. The database contains case decision details, the status of documents, as well as publication information. Extensive reports are available. The system currently manages over 100,000 documents.
